Saskatchewan Blue Cross®, one of Saskatchewan’s Top Employers, is currently recruiting for a full-time permanent Manager, Project Management Office to join our team in the Project Management Office (PMO). The role is based in Saskatoon. We offer flexibility, with a shared expectation that team members spend meaningful time in the office to collaborate and connect.
JOB FUNCTION
The Manager, Project Management Office (PMO) leads the day-to-day operations of the PMO and enables the successful execution of programs, projects, and sustainment initiatives aligned to the organization’s strategic objectives and annual business plan. This role provides governance, leadership, and oversight to ensure consistent delivery of business value through disciplined project management practices and effective stakeholder communication. This position will report directly to the SVP, Chief People & Operations Officer.

DUTIES & RESPONSIBILITIES
- Lead and oversee PMO delivery governance, including methodologies, tools, templates, standards, and status cadence
- Provide end-to-end delivery oversight (intake, planning, execution, change management, communication, training, transition/sustainment, and closure)
- Ensure initiatives are delivered within agreed scope, quality, timeline, and budget; manage change to protect business value
- Embed Agile values and practices by coaching teams, supporting key ceremonies, removing impediments, and partnering with Product Owners on backlog prioritization
- Monitor delivery performance through clear metrics and regular reviews; identify risks, issues, and interdependencies and recommend mitigation strategies
- Deliver concise, audience-appropriate reporting to Executives and the Board on progress, risks, and outcomes
- Plan PMO workloads, prioritize work, and align capacity to organizational priorities; delegate effectively and set clear expectations
- Approve contracts and coordinate work plans with external vendors and consultants supporting delivery (within delegated authority)
- Drive continuous improvement by identifying and implementing enhancements to processes, quality, efficiency, and service delivery
- Apply our Member First Guiding Principles in decision-making; ensure work supports high standards of quality, service, and client/member experience
- Lead with an enterprise risk mindset; support budget planning, forecasting, and variance management to balance delivery priorities with resource constraints
- Lead, coach, and develop a high-performing team through clear goals, feedback, recognition, and development planning; foster an inclusive, safe, and engaging environment
- Contribute to enterprise planning by providing insight into delivery capacity, sequencing, and risk; develop and execute annual departmental plans aligned to organizational objectives
- Participate on committees as required and perform other related duties as assigned
QUALIFICATIONS & SKILLS
- Bachelor’s in Business, Engineering, Technology or a related field; equivalent training and experience may be considered
- PMP or equivalent certification is required; Prosci or other Change Management certification is an asset
- 5+ years of project management experience, including at least 3 years in a supervisory or leadership role
- Proven experience delivering large, complex, cross-functional initiatives using Agile and/or hybrid methodologies
- Strong knowledge of project management methodologies (Agile, Waterfall, PMI, Prince II)
- Advanced proficiency with Jira; experience with Microsoft Project and Project Online
- Skilled in project planning, scheduling, risk management and change management
- Excellent analytical, problem-solving and decision-making skills
- Strong communication and presentation skills with the ability to convey complex information clearly
- The successful candidate will be required to undergo a background check
- Must be legally entitled to work in Canada on an unrestricted basis
